VILLAGE PUBLIC WORKS FOREMAN

The Village of Muenster is seeking an individual with strong professional judgement, critical thinking ability, mechanical ability and organizational skills.
Hours: 40 hrs/week Monday – Friday 8:00 am – 4:00 pm
Wage: Starting at $30.00/hr
Duties: The Village Public Works Foreman manages and executes the daily operations of the public works department. The Foreman is responsible for the safe and efficient delivery of services. These services include;
- Water Collection and Distribution,
- Wastewater and Lagoon Operations,
- Decommissioned Landfill, Sanitation services,
- Facilities and Road Maintenance
- Greenspace Maintenance – Cutting Grass, Weed Control
- Equipment/Grader Operation (willing to train)
- and various other duties as assigned.
Certification/Courses (Not mandatory but an asset. Village is willing to train.)
- First Aid / CPR /WHMIS
- Confined Space Entry / Disturbed Ground Awareness
- Power Mobile Equipment Operation – Grader Operator
Qualifications
The successful applicant must possess
- Grade 12 Diploma or equivalent
- Class 5 driver’s license
- Provide a current criminal record check.
Village is willing to offer on the Job Training:
- Have OR is willing to work toward Operator Certification with municipal systems including;
-Class 1 Water Distribution,
-Class 1 Wastewater Treatment
-Wastewater Collection

- Planning schedules and reporting
- Ability to prioritize a demanding work environment
- Ability to respond to public requests in a timely manner
- Ability to communicate effectively

Typical work schedule is Monday to Friday 8:00 am to 4:00 pm. Expect periodically being required to work outside of regular hours pending snow removal, water/sewer responsibilities, etc, as necessary. Competitive salary and excellent benefit package offered.

Province introduced amendments to municipal act bringing more transparency, less red tape
File photoThe Municipalities Modernization and Red Tape Reduction Act will amend The Cities Act, The Municipalities Act, and The Northern Municipalities Act, 2010 to cut through red tape and create a heightened degree of transparency into municipal and civic affairs.
"Saskatchewan residents rely on the services provided by municipal governments every day and it is vital that we review and update the provincial municipal legislation so that it evolves with the expectations of ratepayers and the responsibilities of mayors, reeves and councils," said Government Relations Minister Eric Schmalz. "Thank you to all residents and municipal representatives who provided their feedback to ensure that we continue to modernize our legislation to meet the evolving needs of growing municipalities."
According to a government release, the amendments include:
- Improving public access to municipal information by requiring municipalities to post meeting minutes, financial statements, and bylaws on a public website starting in 2027. In advance of these changes taking effect, government will begin posting municipal financial statements to saskatchewan.ca in January 2026.
- Supporting local governance by requiring municipalities to offer orientation training after each general election in order to better support council members in their roles. Additional amendments will also strengthen provisions related to harassment by making harassment of municipal employees an offence under the municipal Acts.
- Red tape reductions including improving the fairness and efficiency of property assessment appeals; more efficient tools to address dangerous animals, illegal dumping, and collecting tax arrears from delinquent oil and gas companies; replacing special service areas in rural municipalities with a simpler taxation tool; and removing duplicate forms for newly elected councillors and unnecessary reporting requirements to government.
The amendments followed consultation with stakeholders and the public through 2024. Once the motion is passed, the conditions would come into effect immediately. The amendments and the Acts themselves will continue to be scrutinized while the Ministry provides inservice to municipal leaders and works to implement the amendments.

Description
Parkland Regional Library is hiring a part-time branch library clerk for its public library located in Muenster. The Library is seeking a dedicated and enthusiastic individual ready to provide library services to patrons of all ages. Responsible for the general operation of the local branch library, including provision of primary public services and programs to the residents of Muenster and area, the branch librarian performs a variety of important tasks, requiring a thorough knowledge of public library branch procedures. Branch librarians are expected to exercise initiative and judgment in the performance of assigned duties. Training is provided.
Duties include:
To carry out all branch operations including circulation and collection management,
To assist patrons in the selection and use of print and digital library materials,
To provide required informational reports for the local library board and Parkland Regional Library,
To maintain library materials in good order and arrange book displays on shelves,
To assist the local library board in the planning, promotion and implementation of local programming and fundraising activities in accordance with local community needs.
Knowledge, Abilities and Skills:
Working knowledge of branch library procedures is required,
Ability to serve the public courteously and to handle difficult situations with resourcefulness and tact,
Ability to make decisions in accordance with prescribed regulations, policies and procedures,
Ability to work independently and to organize work so that assigned tasks are completed on time,
Reliability and accuracy are important traits.
Basic computer skills are essential, as is physical mobility and fitness. Must be able to lift boxes of books.
Acceptable criminal record check with vulnerable sector check required.
